Netherlands Dedicates €100 Million to Subsidize Battery Storage

The Netherlands is investing €100 million in subsidies to enhance the integration of battery storage with solar projects next year. This funding, announced by outgoing Minister for Climate and Energy Policy Rob Jetten, is part of the broader "Multi-Year Program Climate Fund 2025" detailed in the Spring Memorandum 2024. The initiative aims to address ongoing challenges with power flexibility and grid limitations.

 

Scheduled to start on January 1, 2025, and continue until 2034, this subsidy is a segment of a larger €416 million subsidy program launched last year. It specifically supports the deployment of 160 MW to 330 MW of battery storage capacity, funded from the climate package allocated in 2022.

 

Additionally, Dutch grid operator TenneT is proposing new contractual terms that would offer lower transport rates for batteries and other flexible capacities, potentially reducing costs by up to 65%. This adjustment is designed to facilitate easier connection of batteries to the Dutch electricity grid. In exchange, operators of these batteries would assist in managing grid congestion by adjusting their charging and discharging cycles as needed by the grid.

 

The upcoming rate adjustments this spring are poised to significantly impact the Dutch battery storage market. Research commissioned by TenneT suggests that the introduction of a discount on transport rates could catalyze the addition of between 2 GW and 5 GW of new battery capacity by 2030. This initiative reflects ongoing efforts to enhance grid stability and energy storage capacity in response to increasing renewable energy integration.

 

The Netherlands boasts a robust solar energy infrastructure, with over 25% of rooftops equipped with solar panels, making a significant contribution to the country’s total solar capacity, which exceeds 20 GW. According to the national statistics agency, CBS, the country achieved a cumulative installed photovoltaic (PV) capacity of 16.5 GW as of June 2022. The annual additions have been substantial, with 3,803 MW installed in 2021 and an additional 3,882 MW in 2022.

 

Furthermore, in a move to bolster the distributed storage market, the Dutch parliament decided in February 2024 to continue the country’s net-metering scheme after a year of deliberations and negotiations. This decision marks a commitment to supporting both the adoption of solar energy and the integration of storage solutions, essential for managing the variability of solar power and enhancing overall grid efficiency.
