The Dutch Authority for Consumers and Markets (ACM) investigated the grid tariffs charged by four energy suppliers to owners of rooftop PV systems. The authority concluded that these tariffs are lawful. The “teruglever cost” tariffs depend on higher purchasing costs, higher balancing costs, and net metering costs incurred by utilities when their customers own and operate rooftop PV systems. The tariffs are not a source of profit, as the money raised offsets the lower tariffs paid to consumers who do not own PV systems.
The competition authority also pointed out that PV system owners currently face complicated contracts from energy suppliers, making it difficult to compare and choose the best option. “The ACM calls on energy suppliers and comparators to make efforts to improve the comparability of contracts,” the authority said in a statement.
According to www.keuze.nl, a Dutch online platform that allows consumers to compare different commercial offers, grid tariffs can vary from 100 euros ($107.81) to 697 euros, depending on the size of the installation. According to the study 'Nationaal Solar Trendrapport 2023,' recently published by the consultancy Dutch New Energy (DNE) Research, the Dutch solar energy market will have 4.82 GW of new PV capacity in 2023. The private sector accounted for around 2.5 GW of the new capacity installed last year, compared to 2.2 GW the year before.
