Interests within the energy sector are compelling the Federal Council to ratify the proposal for the Solar Package, pending original endorsement by the Parliament. Their main driving force is the desire to meet the EU deadline for the conversion of existing wind energy regions into acceleration zones.


In a united plea, energy sector associations have urgently called upon a number of high-powered officials, from minister presidents of the states to state energy ministers. These industry leaders are appealing for swift endorsement of Solar Package I within Federal Council proceedings. After considerable debates, the governing parties have consented to the Solar Package I, which now waits upon Parliament approval. They are insistent that Parliament endorses this critical package in the coming meeting week and for it to be slated for voting in the Federal Council on April 26th.


Rapid enforcement of Solar Package I before May 21, 2024, is vital to facilitate the transformation of established wind-energy areas into so-called 'acceleration zones', in alignment with the EU's Renewable Energy Directive (RED III). Approval during the Federal Council's session on May 17 would be grossly tardy to maintain this deadline. Neglecting this cutoff could result in considerable administrative inefficiency as every existing area will need to be redeclared as per RED III protocols. This would not only burden municipal and state project planners but also induce unnecessary delays in the advancement of wind energy.


The irony of the situation lies in the predicament that the very states, pioneers in the designation of wind energy regions, would be hit hardest by this failed deadline. These states would face a substantial administrative burden to transfigure existing regions into acceleration zones. The stakes are huge, considering this impacts at least 40% of currently designated areas.


In light of this pressing issue, energy sector associations entreat the states to embrace Solar Package I before April 26th's Federal Council session, forgoing the last-minute deadline. This will ensure seamless wind energy expansion and curb unnecessary bureaucratic intricacies.


The call for action has received backing from several associations, including BDEW, BEE, BNE, BWE, VDMA Power Systems, and VKU.
